Liaoning Academy of Materials (LAM) is a provincial-level new research and development institution established by the People's Government of Liaoning Province, with independent legal personality as a public institution. The laboratory is located in Hunnan New District, Shenyang City, Liaoning Province, with a vast park area of 854 acres. It consists of 32 buildings of various laboratories with a total area of over 350000 square meters, which can accommodate more than 2000 researchers and graduate students to carry out scientific research work. Liaoning Materials Laboratory plans to install 28 electron microscopes and other equipment, with the aim of building a comprehensive materials research institution with international influence.

The construction and development of Liaoning Materials Laboratory have received high attention and strong support from the Liaoning Provincial Party Committee and Government. The laboratory adopts a model of "co construction by provinces and cities, with the city as the main body and multiple parties participating", fully leveraging the technological innovation advantages of the supporting units, as well as the "designer" function of the laboratory director's strategic scientist, clarifying the research areas of the laboratory, condensing research directions, optimizing project layout, and continuously improving the level of original innovation and integrated innovation.

The Liaoning Provincial Party Committee and Provincial Government have specially issued the "Several Measures to Support the Construction of Liaoning Laboratories" and the "Three Year Implementation Plan for Liaoning Province's Science and Technology System Reform", guiding cities such as Shenyang and Dalian to introduce supporting measures to support Liaoning laboratories to take the lead and create a "policy special zone" and "experimental field" for institutional and mechanism reform and innovation. The laboratory has explored innovative measures such as "funding guarantee" and "separate management of job-related scientific and technological achievements assets", supporting young scientific and technological talents to "take on the main role" in scientific and technological tasks, and maximizing the innovation vitality of scientific and technological personnel.

Liaoning Materials Laboratory focuses on advantageous technologies and industries such as new materials, equipment manufacturing, intelligent manufacturing, clean energy, and fine chemicals. With a new institutional mechanism, it strives to make greater progress in key core technologies and accelerate the construction of breakthrough, leading, and platform based laboratories. The construction and development of laboratories not only provide important support for scientific and technological innovation and industrial development in Liaoning Province and even the country, but also explore new paths for the reform and innovative development of the scientific and technological system in Liaoning Province.

As of now, the Liaoning Provincial Government has invested a total of 1.2 billion yuan in scientific research special funds, and Shenyang and Dalian have also invested corresponding scientific research special funds and infrastructure funds respectively to ensure the efficient operation and sustainable development of the laboratory. Through these investments and efforts, Liaoning Materials Laboratory has become an important force in promoting regional scientific and technological innovation and industrial development, making positive contributions to the scientific and technological progress and industrial upgrading of Liaoning Province and even the whole country.
